Our Mission

The California Farm Labor Contractors’ Alliance (CFLCA) is an association formed for the benefit of farm labor contractors and those who support our community and business activities.

The CFLCA’s mission is to provide our members with programs and services that will enhance our industry’s perception; improve our business opportunities; encourage us to contribute to our communities; and allow us to participate in the formulation of legislation critical to our business operations.

All members of the CFLCA are committed to promoting strict ethical standards of conduct; improving the quality of life in our communities; and strengthening our ability to conduct business in California.

Blanca E Zarazúa, Esq.

Ms. Zarazúa has her own law practice in Monterey County and is also Of Counsel with the firm of Noland, Hamerly, Etienne & Hoss. Ms. Zarazúa has been in practice since 1987 when she began working as Associate Tax Counsel with Bank of American in San Francisco, California and she is currently a Certified Tax Specialist. Prior to joining Bank of America, Ms. Zarazúa worked as a law clerk with the California Supreme Court in San Francisco. While still a student, Ms. Zarazúa worked for the Peace Corps Headquarters in Washington, D.C. and Goodrich, Little, Riquelme & Asociados, a Mexico City law firm.

Ms. Zarazúa has involved herself in a wide variety of professional and community activities. She has served as Legal Counsel and President/CEO for the Monterey County Hispanic Chamber of Commerce and is currently Chair of this organization. Ms. Zarazúa is a member of the California Bar Association and the California State Bar Tax Section. Ms. Zarazúa formerly served on the boards of the Big Sur Land Trust; the Hispanic Foundation of Silicon Valley; the Girl Scouts of America; and Meals on Wheels.

Ms. Zarazúa was appointed by Mexico’s President Vicente Fox to serve as Honorary Consul of Mexico for Monterey and Santa Cruz counties and was nominated to serve on the international board of advisors for the Monterey Institute of International Studies. Ms. Zarazúa’s father worked as a Bracero or guest worker in the agricultural fields of the Salinas Valley and she has deep roots in the agricultural community.

Ms. Zarazúa is a graduate of Pitzer College of the Claremont Colleges with a degree in foreign languages. She earned an MBA. from UC Berkeley; a JD from Santa Clara University; and an LL.M. from Golden Gate University.

She has completed studies in Oxford, England; Rome, Italy; and Guadalajara, Mexico.
